Establishment of the NSW Early Learning Commission (Ref: 6/26)
On December 1 2025, the NSW Early Learning Commission commenced operations as the new independent regulator for early childhood education and care (ECEC) in New South Wales. It is now responsible for regulating all ECEC services across the state, including long day care, preschools and before and after school care.
The Commission has been established following the independent review led by former NSW Deputy Ombudsman Chris Wheeler, which recommended creating a regulatory authority independent from the NSW Department of Education.
The Early Learning Commission now oversees the assessment of applications for provider and service approvals, evaluates and rates the quality of services against the National Quality Standard, and enforces compliance with the National Law and Regulations in NSW.
The Early Learning Commission will also continue to implement the NSW-specific and national reforms to strengthen child safety in ECEC.

VET Training Awards 2026: Applications close at 4 pm on 2 February 2026 (Ref: 4/26)
Penny Mackay’s win capped off an extraordinary year of success for Catholic Schools NSW, reinforcing the strength and impact of vocational education across our Catholic schools. Penny teaches Hospitality and Business and is VET Coordinator at Kildare Catholic College, Wagga Wagga.
Penny’s own VET journey began as an apprentice chef, where she experienced first-hand the transformative power of vocational education. After a successful career in the hospitality industry, she felt driven to give back to her region and to the young people in her community. Completing a Bachelor of Education, specialising in Food Technology, allowed Penny to bring together her deep industry expertise with a passion for teaching and service.
As VET Coordinator at Kildare Catholic College, Penny is truly living that vision. Her hospitality and business programs continue to grow, shaped by innovative, industry-aligned learning experiences and a highly personalised approach that ensures every student feels valued, supported and empowered to pursue their goals. With plans underway to expand the College’s VET offerings, Penny is a passionate champion of vocational pathways for her students and her wider community.
Penny’s award win follows a remarkable year for CSNSW, which claimed all three school sector awards at the NSW Training Awards in September, and secured an outstanding 16 of the 19 medals won by the NSW Schools team at the WorldSkills National Championships in Brisbane in June. Together, these achievements highlight the exceptional quality of VET delivery across Catholic schools and the dedication of educators like Penny, who are shaping confident, skilled, and future-ready graduates.
